Thiruvananthapuram: As part of making the rules for launching private industrial estates hassle-free, the government has given instructions to district collectors to process the applications received under the Private Industrial Estates Scheme and submit them to the government within 15 days of receiving it.
The government issued the instructions after the cabinet in May this year had decided to amend the Private Industrial Estate Scheme, 2022, to make them more friendly and hassle-free. The cabinet had decided that applications received for private industrial developer permits need to be decided up on within 30 days from the date of such an application. If this decision has to be implemented, the reports regarding the land proposed for the industrial estate should be given by the district collector concerned — whether there are any legal issues connected to the land and if the land is fit for such an initiative.
Usually, such reports which are to be prepared and filed from the village offices concerned, are a time-consuming process because of which the timeframe cannot be met.
The government has also decided to appoint the deputy secretary in the revenue (N) department dealing with land assignment and surplus land as the nodal officer for the scheme, who will deal with the reports from the districts. The applications received under the scheme from the industrial department will be forwarded to the district collectors for report by email on the same day of receipt.
“The report in this regard from the district collector, state land board, or the commissionerate of land revenue should be forwarded to the government within 15 days from the date of receipt of the application, or the proposal from the nodal officer to facilitate processing at the administrative department and reporting it to the industries department within 20 days from the date of receipt of application from the latter,” the instructions said. The concept of private industrial estates was launched by the government in its industrial and commercial policy in June 2017. As per the revised scheme, individual developers having a minimum of 10 acres of land at their disposal can apply for developing industrial parks. Also, the department of industries and commerce have offered each developer a financial assistance of Rs 3 crore for developing the basic infra including roads, water, power, sewage and effluent treatment facilities.
So far, eight developers have been given permits to operate private industrial estates and 20-odd applications are under various stages of processing. The government has set a target of having 100 industrial parks across the state that will cover an area of at least 1,000 acres in the next four years.
