NEW DELHI: Starting from October 1, the Graded Response Action Plan (GRAP) will be implemented in Delhi-NCR. The GRAP is being implemented in four stages after the AQI touches 201. The third stage will be implemented when the AQI will be ‘severe’, in the range of 401-450.
Actions under stage 3 of the GRAP will be initiated at least three days in advance of the Air Quality Index (AQI) reaching the projected levels for that stage.This decision is based on the daily dynamic model and weather forecasts provided by IMD/IITM.
The revised GRAP outlines specific actions to be taken by responsible agencies when Delhi’s AQI surpasses a certain threshold or is predicted to exceed it. These actions are determined based on dynamic models and meteorological forecasts provided by the India Meteorological Department and the Indian Institute of Tropical Meteorology.
GRAP functions as an emergency response mechanism, triggered by the city’s Air Quality Index (AQI) levels. It brings together various stakeholders, implementing agencies, and authorities to tackle worsening air quality situations in Delhi-NCR.

- Enforce strict ban on C&D activities in NCR, except for liner public project, emergency projects and non dust-generating activities.
- All NCR state governments to curb plying of BSlll petrol and BS-IV diesel light motor 4-wheelers in Delhi and in the districts of Gurgaon, Faridabad, Ghaziabad and Gautam Budh Nagar.
- Close down operations of stone crushers, all mining and associated activities in NCR.
- Further intensify the frequency of mechanised/ vacuum-based sweeping of roads.
- Ensure daily water sprinkling along with dust suppressants, before peak traffic hours, on roads and right of ways including hotspots, heavy traffic corridors and ensure proper disposal of the collected dust in designated sites/ landfills.
- Close down operations of stone crushers.
- Close down all mining and associated activities in the NCR.
