Dumka: The AN College, one of the permanently affiliated institutes under the Sido Kanhu Murmu University (SKMU), Dumka, is organising the of teachers’ representative (TR) for the college’s governing body (GB) without reportedly seeking the university’s permission.
The principal in-charge of the AN College, Sanjay Kumar Singh, through a notification issued on September 18, initiated the process of election of the teachers’ representative by declaring October 4 as the date of voting besides other dates of the process.
Opposing the move, a section of college teachers approached the vice-chancellor in-charge of the SKMU, Vimal Prasad Singh, through a complaint lodged by assistant professors Suman Kumar, Mukul Kumar Singh, and Chandrakant Singh referring to the statutory provisions which envisage the mandatory permission of the college GB and the university management for initiating the election process.
“Due to the lack of directives by the college GB and the SKMU management, the TR elections have been pending for long in all the permanently affiliated colleges. The principal in-charge of the AN College has initiated the process arbitrarily,” the complaint, a copy of which is with the TOI, mentions, while demanding withholding the process.
The complaint also refers to a judgement passed by the Patna high court in the case, CWJC No 14066/12, for holding the election of the TR simultaneously in all the affiliated colleges of the Patliputra University, during which the registrar and the principals were notified to be the returning officer and the assistant returning officers.
“Let alone the matter of conducting simultaneous elections in all the affiliated colleges, the permission for the same has not been granted by the SKMU even to the AN College administration,” the complaint further points out.
Sanjay Kumar Singh said, “The SKMU administration has been informed about the initiation of the election process for the TR, which will be conducted under the observation of the observer to be notified by it,” adding that the SKMU was yet to notify the name of the observer.
Dumka BJP MP Sunil Soren, who is also the former chairperson of the GB, has written to the SKMU VC supporting the cause of the complainant teachers.
SKMU registrar Sanju Kumar Singh said the matter was under consideration of the vice-chancellor. The college has 90 assistant professors and 9,000 students.

Haryana Chief Minister Manohar Lal Khattar argued that affiliating colleges in Panchkula, Ambala, and Yamunanagar with Panjab University would benefit students. Other topics discussed during the meeting included cyber-crime prevention and the speedy investigation of sexual offense cases.
